CHC statement: Welsh Government final budget 2025/26

Welsh Government has today announced its final budget for 2025/26.

While the budget remains mostly unchanged from the draft for housing, a deal struck between Welsh Labour and the only Liberal Democrat MS, Jane Dodds, has meant that an additional £100m has been committed to public services. This includes £30mn for childcare, £30mn more for social care, £10mn for rural investment schemes, and £15mn for £1 bus fares for young people.

More than £1.9bn has been earmarked for housing priorities, however, with key spending including:

  • £81m Social Housing Grant (SHG) and the Transitional Accommodation Capital Programme (TACP).
  • £21.3m for Housing Support Grant (HSG).
  • £5.5m for the Independent Living Programme which supports housing adaptations.
  • £203m for decarbonisation and quality.
  • £127m for building safety.

Responding to the news, CHC's director of policy and external affairs Rhea Stevens said:

“Our insights show that to end the housing crisis in Wales, we need to focus on building and supplying good quality affordable homes, and work to prevent more people from reaching crisis point.

“With this investment from Welsh Government across a number of lines, the final budget provides much-needed certainty that will help housing associations make progress at pace.”
