Maximising opportunities for community regeneration arising from investment in social housing - Update
The overall aim of the project is:
· To maximise the opportunities for community regeneration arising from investment in social housing through the EU Structural Fund Programme in Wales 2007-20013.
Update of Report given in March 2009
Since the last update was given the following progress has taken place:
Development of the Sector– wide Strategic Projects
Since completion of the West Wales European Centre and Cyngor Da Report, a project team has been set up for each of the five project ideas made up of individuals from both within the sector and also key stakeholders. Over 30 individuals have volunteered to take part. Each project team requires a project lead or champion. It is anticipated that the lead will need set aside two days a week for the next 6 months. We have secure lead roles for three of the five projects but need to work on the remaining two. Details relating to each project is outlined below.
1. Ty Agored - Sector Led Bid - to develop a co-ordinated approach for the sector to ensure a seamless approach for participants from initial engagement through to post-employment support. Outline costs approximately £3 million over 3 years.6 members but no lead at present.
2. Skills to Regenerate – Making the Connections – Sector Led Bid - A targeted programme of interventions for social housing staff and other regeneration agencies to gain the skills set required for effective regeneration. Outline costs approximately £1million over 3 years.5 members with Richard Essex taking a lead role.
3. Building Enterprise – Improving Access to Services – To improve access to key services via the development of social enterprise services within community assets which exist in the housing sector Outline costs approximately £2million over 3 years.6 members with Tim Atkinson from Bron Afon taking a lead role.
4. Carbon Cymru – Sustainable Microgeneration Skills – it is proposed that a strategic project be developed that will aim to develop a training programme to upskill the workforce to install and maintain microgeneration technology, in line with Wales’ Microgeneration Skills Action Plan. One delivery option could be that it is led by the Welsh Assembly Government with the sector having a key involvement in its delivery. £5million plus.8 members but no lead at present
5. Carbon Cymru – retrofit energy programme for low income households- The establishment of a strategic targeted retrofit programme installing renewable and low carbon technologies, focusing on low income households (this will include stock owned by local authorities, the social housing sector and private sector housing providers). One delivery option could be that it is led by the Welsh Assembly Government with the sector having a key involvement in its delivery. £45 million plus. 8 members with Paul Smith from the Energy Saving Trust leading.
